Proposed Sindh HEC challenged in court
Karachi: The Sindh High Court on Thursday issued notices to the Sindh chief secretary, the education ministry and the Higher Education Commission (HEC) on a petition challenging the proposed institution of a higher education commission at the provincial level. The petitioner, Sheikh Waliullah Alam, submitted that the Higher Education Commission was an independent institution at the federal level and governed by an 18-member body under a chairman with representation from every province while the prime minister was its controlling authority.

However, he contended that the provincial government was proposing to set up its own higher education commission as was reported in some newspapers on Dec 6, 2012.

The petitioner further submitted that the Supreme Court had clearly ruled in a judgment announced on April 12 last year that the higher education commission was a federal subject.

Therefore, any move to set up a HEC at the provincial level would be illegal unless fresh legislation was adopted by parliament in this regard.

The petitioner submitted that the move did not have any backing of required legislation or a bill and alleged that the government had a personal grudge against the HEC, because the HEC had acted fairly while verifying degrees of politicians.

Citing the chief secretary of Sindh, the provincial education ministry and the HEC as respondents in the petition, he pleaded to declare any step for setting up a provincial higher education commission as illegal and suspend any move on the part of the provincial authorities to establish any such institution.

A division bench of the SHC comprising Justice Irfan Saadat Khan and Justice Sadiq Hussain Bhatti issued notices to the respondents for Jan 23. Dawn

BISE to charge Rs 300 extra for admission
Rawalpindi: The Board of Intermediate and Secondary Education (BISE) Rawalpindi has decided to charge Rs 500 instead of Rs 200 for the admission form processing.

It has been learnt that BISE, along with eight other educational boards of Punjab, has decided to increase the admission form processing fee from Rs 200 to Rs 500 for matric, FA and FSc students.

The Punjab government, after announcing the exemption of fees of children who attend government schools had also announced that the annual grant would be issued to reduce their financial burden due to the exemption of fees. However, since the past three years no grant had been given to the educational boards, due to which they are in a financial crunch.

In order to cover their losses and expenditures, the boards have increased the fees of private candidates.

Meanwhile, the Punjab Teachers Union has condemned this decision of the boards and warned to launch an agitation movement if the decision is not reversed. online
