PMDC accused of approving 19 sub-standard medical colleges
Islamabad: The Pakistan Medical and Dental Council has not only been caught red-handed in registering fake doctors but its top guns have also registered as many as 19 sub-standard medical colleges in the country in the month of December 2012 alone, which has raised many eyebrows.
Documents reveal that the ministry of national regulations and services, which has been duped by the Pakistan Medical and Dental Council high-ups while notifying 19 substandard colleges, has set up an inquiry commission headed by a retired judge to probe the mega scam.
The medical colleges which have been declared sub-standard by the PMDC in its documents are: Benazir Bhutto Shaheed Medical College, Karachi (public); People's University of Medical and Health Sciences, Nawabshah (public); Al-Nafees Medical College, Islamabad (Private); Ameer-ud-Din (PGMC) Medical College, Lahore (public); Aziz Fatimah Medical and Dental College, Faisalabad (private); Khawaja Muhammad Safdar Medical College, Sialkot (public); Rawal Institute of Health Sciences, Islamabad (Private); Gujranwala Medical College, Gujranwala (public); Bhittai Dental and Medical College, Mirpurkhas (private); Sahiwal Medical College, Sahiwal (public); Muhammad bin Qasim Medical and Dental College, Karachi (private); Bannu Medical College, Bannu (public); Pak Red Crescent Medical and Dental College, Lahore (public); Mohtarma Benazir Bhutto Shaheed Medical College Mirpur, AJK (public); Hashmat Medical and Dental College, Gujrat (private); AJK Medial College, Muzaffarabad (public); Quetta Institute of Medical Sciences, Quetta (private); Dental Section, Dow International Medical College Karachi and Islam Dental College, Sialkot (private).
PMDC in its written reply to The News over fake registrations and sub-standard medical colleges said, "Following the notice in HRC 5833-G/2013 of the Honourable Supreme Court of Pakistan, the enquiry committee has submitted a report exposing ex-president PM&DC Dr Sibtul Hasnain and ex-registrar Dr Ahmed Nadeem Akbar's involvement in the enrolment of 13 fake registration certificates of doctors. According to the PM&DC enquiry committee comprising Dr Shaista Faisal, assistant registrar & Syed Masood Hussain Shah verification officer, the ex-registrar approved 13 forged registrations during his tenure. It is pertinent to mention here that ex-president & ex-registrar PM&DC have had the full authority and both were responsible for the registration process and record. However, Dr Asim Hussain has no administrative and financial powers in the presence of President Dr Sibtul Hasnain. According to PM&DC Regulations 2012 Employees Rules-job description under PM&DC Rules Table F, Job Descriptions - 183 (Registrar) 3: "the Registrar is responsible for management and control of office of the Council and manage all processes and procedures (Council & committee meetings, inspections, examinations and accreditations) and all matters related and leading to the "registration" and "recognition" of undergraduate and postgraduate students, teachers, qualifications, institutions, hospitals etc. and any other assignment as given by the President PM&DC."
PMDC reply adds, "It is pertinent to mention here that in 2010, FIA probed the matter of fake registration and a detailed enquiry report was submitted by assistant director Shiekh Zafar Mehmood to the DG FIA, which is still in pending with the FIA. The report had been kept in pending by some sources including Dr Ahmed Nadeem Akbar and the president. And an internal enquiry has been launched against the junior staff saving Dr Ahmed Nadeem Akbar despite ECL issuance against him. Dr Ahmed Nadeem Akbar has been falsely defaming the PM&DC staff for saving his face in the wake of upcoming orders of inquiry commission, headed by Justice Retired Shabbar Raza Rizvi, pertaining to the case of 19 medical colleges and probe into forged domiciles.
"Talking about the audit of the council, the administrator PM&DC Dr Raja Amjad has said the Auditor General of Pakistan would address different irregularities regarding financial, administrative and operational issues he conducted for the last 5 years. An FIR has been launched against Dr. Ahmed Nadeem for having more than two forged domicile certificates, adding that an HRC report has been sent to the supreme court of Pakistan for details of registration forgeries. Dr. Raja Amjad added that an enquiry has been launched for fact-finding about Dr Ahmed Nadeem declaring himself unopposed member of the Council without taking NOC from the Executive Committee and without the announcement of any voters list for the doctors of Islamabad. Dr Raja Amjad announced that a free and fair election process has been in progress and the new election lists for Punjab, Sindh, Khyber Pukhtoonkhwa, Baluchistan, FATA, Gilgit-Baltistan and the capital territory will be displayed in the first week of March 2013, adding that any objections regarding the voters list should be pointed out and brought before the election committee."
Dr Sibt-ul-Hasnain, president PMDC, when approached for his comments said that the matter of notifying and approval of 19 medical colleges was not the sole responsibility of the president PMDC. He said that the council took the decision to approve the colleges. "The council should be asked, not me", he said. When told that he is the president of PMDC, which has been registering fake doctors, Dr Sibtul Hasnain replied that this question should be put to Dr Ahmad Nadeem Akber who was the registrar of the PMDC.
Dr Ahmad Nadeem Akber while commenting on the approval of 19 sub-standard medical colleges in the country said that an executive committee of the PMDC nominates the inspectors who issue their reports which are presented before the council and it is the decision of the council which is communicated to the ministry. The ministry, upon receipt of the decision of the council, either notifies or rejects approval of a medical college. He said that the registrar and the president have nothing to do with the approval of medical colleges. He said the council of PMDC consists of sixty members.
Dr Sohail Karim Hashmi, ex-secretary who claims that he is still the secretary of PMDC, while talking to this correspondent said that he has offered the commission of inquiry headed by Justice (retd) Shabbar Raza Rizvi to assist it in the inquiry. Hashmi said that the registrar and the president handpicked the members of executive committee, which nominated the inspectors. He said that all were hand in glove with each other, as neither the council was every completed to its full strength as ordered by the Supreme Court nor independent members of the executive committee were chosen. Hashmi said that PMDC high-ups concealed the facts from the ministry while getting approval of these 19 medical colleges.
PMA resents transfer of medical teachers
Lahore: The Pakistan Medical Association (PMA) has termed transfers of medical teachers from established medical colleges to newly established colleges a worst form of bad governance.
"It is like making a unit functional by making other units dysfunctional," said PMA office-bearers in a press conference after its provincial council meeting under the chairmanship of Dr Ashraf Nizami at PMA House on Sunday. Councillors from Lahore, Faisalabad, Sheikhupura, Kasur, Gujranwala, Gujrat, Mandi Bahaudddin, Toba Tek singh, Attock, Sahiwal, Muzaffargarh, Rajanpur, DG Khan and Rahimyar khan participated in the meeting.
The council quoted the example of KEMU and SIMS where some basic departments were headed by demonstrators. It was demanded that acute shortage of faculty be filled immediately and ad hocism by the Punjab health department be abolished.
The PMA also criticised delay in implementation of agreed service structure and blamed the bureaucracy for it. It was demanded the chief minister ensured implementation as soon as possible.
The PMA also condemned the appointment of administrators at PMDC through questionable legislation and termed it academic martial law. The council also agreed to resist it at every level. It condemned evening classes at Chandka Medical College and demanded to terminate it immediately as it would harm standards of medical education. The PMA, condemning the murder of Dr Ali Haider and his son, appreciated Rs 5 million compensation and job to the widow by the Punjab government. A condolence reference was held for Prof Dr Ali Haider and his son, father of Dr Javed Chaudhry, father of Prof Mulazim Hussain and father of Dr Fawad Kareem. The news
